iN this type of Question ,a situation is presented & some course of action are suggested in the context of that situation the candidate is asked to determine which of them should be followed.

format of the problem

Usually the Question is Asked in following format.

A fact situation will be given followed by two suggested course of action. A course of action is a step of ADMINISTRATIVE DECISION taken for improvement or follow up Action.
you will be asked to read the situation and choose from course of action.
(A) If only I follows
(B) If only II follows
(C) If either I or II follows
(D) If both I and II follow
(E) If neither I nor II follows. 

very basic example

Q. The plague epidemic has spread to many parts of the country.
Course of Action : I. Doctors should be asked to perform their duty religiously (✘)
                     II.The goverment should take up a cleanliness drive across the country. (
)

First course of action is invalid as its the job of doctor to cure their patient regardless their race,color or religion. while second course of action is valid and appropriate in epidemic condition.
So, Answer is 
(B) If only II follows

So its must; you have to think like of head of Authority or Organisation on the behalf of which Question is asked. this type of Question have become regular part of all examinations. It determines the thinking ability of candidate.

I. Mind the Well Established Facts ( Universal Truth )
II. Think Like An 
Administrator
III.Experience Predicts so ( based on previous situation in similar type of problem/situation)
IV.Logic predicts so (when presented problem is new,in such cases you have to use your own logic to solve issue )
V.Prevailing Notion of truth ( in some cases the presented solution would be considerd a good solution as per the prevaling notions of truth or as per society norms)
